A Large-Scale HOA Waterproofing & Repair Project Powered by Westcoat Systems

The Crest at Del Mar is a large residential community in Del Mar, California, consisting of 171 elevated exterior decks. Over the years, many of these decks began showing signs of deterioration — raising structural concerns and posing safety risks for residents. To address this at scale, the property management team needed a contractor experienced in managing high-volume deck repairs while maintaining quality, consistency, and minimal disruption to homeowners.

After conducting civil code 5551 inspections, the Forensic Architect recommended California Construction Concepts, a Westcoat Qualified Contractor Applicator (QCA) known for successfully self-performing complex structural and waterproofing scopes. Comprehensive Assessment Uncovers Structural Issues

California Construction Concepts completed a full evaluation of all 171 elevated decks, including destructive testing. Findings revealed that improper flashing by a previous contractor caused structural damage on 71 decks, requiring significant repairs.

Breakdown of Deck Conditions

  • 100 decks required topical waterproofing to extend life until future flashing replacement
  • 100 decks also received general maintenance and improved ventilation
  • 71 decks required structural repair, new flashing, waterproofing, stucco, and paint

This phased and prioritized approach provided the HOA with 5–7 years of additional planning and budgeting time, while ensuring immediate safety and protection where needed most.
